Disaster Management
Natural disasters and humanitarian crises disproportionately affect older persons. In moments of emergency, they are often the last in line for relief, face heightened health and mobility risks, and struggle to rebuild lost livelihoods and support systems.
For over four decades, HelpAge India has worked to ensure that older persons are not left behind in times of crisis. Since initiating disaster interventions in 1980, HelpAge India has responded to emergencies across the country through immediate relief, healthcare support, rehabilitation and long-term community resilience building.
Our approach goes beyond emergency aid. We work across the full disaster management cycle — from preparedness and risk reduction to relief, recovery and rehabilitation — while placing older persons and vulnerable communities at the centre of response.
Our Approach
Prevention & Mitigation
Preparedness begins long before disaster strikes. HelpAge India works with communities to reduce risks and strengthen resilience through:
- Community awareness and preparedness workshops on disaster risk reduction and safety measures
- Vulnerability assessments to identify high-risk populations, especially older persons and disaster-prone communities
- Community-based planning to strengthen resilience and preparedness systems
- Promotion of safety measures and early warning preparedness to reduce disaster risks
Preparedness
Building community readiness is central to reducing the impact of disasters. HelpAge India supports:
- Capacity building of communities and community-based organisations on disaster preparedness and response
- Development of contingency plans tailored to local risks and community needs
- Formation and strengthening of village-level and elder-led community institutions to support local preparedness and response
Immediate Response – Rescue and Relief (0 to 180 days)
In the immediate aftermath of disasters, HelpAge India mobilises rapid support to older persons and affected communities through:
- Deployment of trained teams to assess needs and coordinate relief efforts
- Distribution of emergency essentials including food, clean water, shelter support, hygiene kits and medical aid
- Immediate healthcare support through Mobile Healthcare Units and health camps, including care for chronic illnesses among older persons
- Community support interventions that prioritise vulnerable older persons, women-led households and persons with disabilities
Mid/Long Term Response – Recovery and Rehabilitation (0 to 60 months)
Recovery extends beyond immediate relief. HelpAge India works with communities to rebuild lives, livelihoods and resilience through:
- Long-term rehabilitation support for affected communities
- Restoration of livelihoods through income generation support, vocational opportunities and micro-enterprise development
- Support for rebuilding community infrastructure and resilience systems, including community assets and locally relevant preparedness resources
- Formation and strengthening of community-based organisations to support long-term recovery and preparedness
Key Areas of Intervention
Our disaster management work integrates multiple dimensions of recovery and resilience:
Livelihood Support
Income generation assistance, seed capital, farm and non-farm support, livelihood restoration and financial linkages to help families rebuild economic stability.
Healthcare & Wellbeing
Deployment of Mobile Healthcare Units, general health camps, preventive healthcare, vaccination support and continuity of care for older persons living with chronic conditions.
Community Capacity Building
Formation and strengthening of Elder Self Help Groups and village-level disaster management committees to improve preparedness and local resilience.
Climate Resilience & Sustainability
Promotion of locally sustainable practices including plantation drives, native seed support, promotion of organic fertilisers & pesticides and community-led resilience approaches.
Inclusion & Gender
Focused support for elderly women, women-led households and persons with disabilities, while enabling women elders to take leadership roles in community institutions.
Technology & Communication
Use of communication tools, digital literacy and technology-enabled coordination to strengthen preparedness and response.
Our Experience
With over 40 years of disaster response experience, HelpAge India has worked across multiple disaster contexts including earthquakes, cyclones, floods, tsunamis, public health emergencies and climate-linked crises.
Our interventions have supported relief, recovery and resilience-building in states across India, including Odisha, Bihar, Assam, Kerala, Uttarakhand, Tamil Nadu, Gujarat, Jammu & Kashmir, Uttar Pradesh and West Bengal.
Over the years, HelpAge India has responded to major emergencies including earthquakes, cyclones, floods, tsunamis and the COVID-19 crisis — supporting older persons and their communities with relief, healthcare, livelihood restoration and rehabilitation.
In every emergency, our focus remains the same: ensuring that older persons are protected, supported and included in relief and recovery efforts.
